The Regional Dialogue for Stakeholders on the EAC Sexual Reproductive Health Bill aims to protect and promote the sexual and reproductive health and rights of all individuals within the Community. The Bill seeks to ensure the progressive realization of integrated sexual and reproductive health information and services as part of universal health coverage in each Partner State. It also aims to prohibit harmful practices within the Community. The Bill is based on Article 118 of the Treaty, which mandates Partner States to cooperate in health matters, specifically in reproductive health, and to harmonize national health policies and regulations to achieve quality health across the Community. The Bill acknowledges the responsibility of Partner States under various international, continental, and Community frameworks to respect, protect, and fulfil the right to health. This includes facilitating, providing, and promoting the highest attainable standard of health and taking measures towards the full realization of the right to health.
Additionally, the Bill aims to enhance mechanisms to achieve universal access to sexual and reproductive healthcare services, including family planning, information, and education. It seeks to integrate reproductive health into national strategies and programs by 2030, as outlined in the EAC Integrated Reproductive Maternal, Newborn Child and Adolescent Health Policy Guidelines (2016-2030) and the EAC Sexual and Reproductive Health Rights Strategic Plan.
