COOPER

Our  Role in Strengthening Community Engagement in Pandemic Preparedness and Responses through Community-Led Monitoring

Introduction

EANNASO, through the COOPER CLM Consortium, is at the forefront of strengthening the role of communities in Pandemic preparedness and responses and enhancing communities’ responses in health emergencies. This initiative is implemented in Namibia, Malawi, Sierra Leone, Zambia, and Nigeria. Our goal is to ensure that communities actively participate in shaping health security strategies, holding decision-makers accountable, and improving pandemic response mechanisms.

EANNASO implements this initiative in partnership with PATAM, African Alliance, and PREZODE, working closely with civil society organizations, government agencies, country-coordinating mechanisms, and development and technical partners to integrate pandemic preparedness strategies into existing health systems.

Country Progress and Key Achievements

Namibia

Situational Analysis Completed: EANNASO has conducted an in-depth assessment of Namibia’s pandemic preparedness and response (PPR) mechanisms, evaluating gaps and strengths in community-led engagement.

Stakeholder Consultations: Engaged with the Ministry of Health and Social Services and other key actors to align national frameworks with community-led approaches.
Next Steps: Finalizing reports and integrating PPR strategies into Namibia’s CLM tools to enhance health system resilience.

Nigeria

Consultative Meetings Held: Engaged CSOs, community representatives, and the Global Fund Country Coordinating Mechanism (CCM) Secretariat to define the integration of PPR into CLM frameworks.
PPR and CLM Integration Training Delivered: Strengthened stakeholders' understanding of how community-led approaches can improve pandemic preparedness.
Next Steps: Finalizing the PPR situational analysis and developing tailored training content for improved community monitoring.

Malawi

PPR Training for CSOs: A successful training program was conducted to enhance community awareness and involvement in pandemic preparedness and response.
Assessment of CLM Tools: A rapid review of existing CLM frameworks identified opportunities for integrating pandemic indicators.
Next Steps: Finalizing a CLM Situational Analysis Report and supporting CSOs in implementing community-based pandemic response strategies.

Sierra Leone

Stakeholder Consultations: EANNASO conducted one-on-one interviews with CSOs and key populations, revealing that many community actors lack awareness of existing PPR policies and frameworks.
Development of CLM-PPR Guide: A comprehensive CLM-PPR training module is being co-created to equip communities with knowledge and tools for engaging in pandemic preparedness.
Next Steps: Finalizing the CLM-PPR guide and delivering training to community stakeholders.

Zambia

Stakeholder Engagement: Initial discussions with the Churches Health Association of Zambia (CHAZ) and the Global Fund Country Team identified key areas for integrating PPR into CLM.
Challenges: The project faces delays due to concerns about duplication of efforts with existing health monitoring initiatives.
Next Steps: Ongoing discussions to determine how COOPER CLM can complement national health security efforts without overlap.
